If I don't receive benefits from a qualified program, can I still get the discount?
Yes, you can receive the discount if your total household income falls within the program guidelines as follows:

Lifeline (Telephone/Broadband Discount) - Household incomes may not be more than 150% of the federal poverty guidelines.
